Kazakh president urges preventing merger of criminality, religious extremism

Moscow, January 11, Interfax - Kazakh President Kassym-Jomart Tokayev has called for preventing a merger between religious extremism and criminality at the nation's correctional facilities.

"A package of systemic measures shall be implemented to oppose religious extremism and absolutely prevent its merger with criminality, especially at penitentiary institutions," Tokayev said at a session of the Majilis, the lower chamber of the Kazakh parliament.

The president has proposed a series of measures to reform domestic security services in the wake of the latest riots.

"The command of military entities must launch immediate measures to fine-tune skills and to provide personnel with effective counterattack means. The National Guard must be reinforced both in quantitative and qualitative terms and new units shall be formed within it. All issues related to transport and logistic supplies must be resolved," Tokayev said.

The president also issued an order to increase the size of special operations units within the Interior Ministry and the National Guard. "The wages of special operations personnel at all security services must be raised. The legal security of the police must be enhanced and liability for attacks on representatives of the authorities and for failure to abide by their legal orders must be tightened," he said.
