15 March 2007, 17:18"Blacklisted" terrorist groups may not appeal designation
Moscow, March 15, Interfax - The Russian Supreme Court has ruled that a decision designating 15 organizations, including Hizb ut-Tahrir, as terrorist groups cannot be appealed.
On Thursday, the Supreme Court turned down a request by the Memorial society to allow the appeal term, which had been missed, to be restored.
In February 2003, the Supreme Court outlawed a number of Islamic organizations and banned their activity on Russian territory. These included the Supreme Military Majlisul Shura of United Mojaheds of the Caucasus led by Chechen warlord Shamil Basayev and Al Qaeda led by Osama bin Laden.
The "black list" of terrorist groups compiled by the Russian Federal Security Service (FSB) for the Prosecutor General's Office also includes the Congress of Peoples of Ichkeria and Dagestan (Chechnya; leaders - Shamil Basayev and Movladi Udugov), Islamic Group (Asbat al-Ansar, Lebanon), Holy War (Al-Jihad, Egypt), Muslim Brotherhood (Al Gamaa al-Islamia, international), Islamic Salvation Party (Hizb ut-Tahrir al-Islami), Lashkar-i-Taiba (Pakistan), Taliban (Afghanistan), Islamic Party of Turkestan (former Islamic Movement of Uzbekistan), Social Reform Society (Jamaat al-Islam al-Ijimai, Kuwait), Islamic Heritage Revival Society (Jamaat Ihya at-Turaz al-Islami, Kuwait), the House of Two Holy Shrines (Al Haramain, Saudi Arabia). |
