08 February 2008, 10:13Porn restricting draft is introduced to the Russia's government
Moscow, February 7, Interfax - The Culture Ministry has prepared a draft on Restricting circulation of erotic and pornographic production and changes in legislative acts of the Russian Federation.
As an MP and a United Russia party member Robert Shlegel has said Thursday on a session of the State Duma committee on informational policy, informational technologies and communications, this document is now being on the gov's approval.
According to the MP, it is proposed to sell such production only in rigorously defined places and prohibit publishing erotic images on the covers of magazines and other printed materials.
The draft, which was seen by an Interfax correspondent, reads that a new law will definitely specify such notions as 'pornography', 'erotica', 'production of the certain character' and etc.
Envisaged are measures of state regulation of such editions and organizations spreading them. It is proposed to issue special permissions on retail sales of erotic and pornographic production in special shops. Besides, the draft envisages issuing special licenses for carrying out activities connected with sales of the indicated production as well as events with erotic elements.
The draft is expected to set several bans including restrictions of the law on advertisement. Besides, the conception contains the standard on the ban 'for activities connected with sales of pornographic production, including images or descriptions of sexual acts with the under-aged.'
Shlegel noted that the discussion on the draft would, probably, be 'most heated.' Though, he did not specify when the document would reach the State Duma.
Earlier the MP initiated the draft onintroducing fines up to 1,000 rubles for reading erotic production in public places.
The State Duma commission on informational policy, informational technologies and communications considered this legislative initiative and decided to convey it to the president, the government, the Council of Federation, the Constitutional Court and other structures, so that the comments could be received till March 12.
It is decided that the Committee would suggest the State Duma to consider Shlegel's draft in April. |
